Taiwan's population structure is affected by low birth rate and an increase in life expectancy, leading to rapid population aging. The government implemented the Long-term Care (LTC) Plan 3.0 in 2026.
LTC Plan 3.0 focuses on eight objectives: health promotion; integrated medical and long-term care; active reablement; enhancing institutional capacity; strengthening family support; introducing smart care technologies; implementing hospice and palliative care; and developing a professional workforce.
It aims to build a continuum of integrated healthcare and long-term care services across home, community, institutional, medical, and social welfare settings, to realize the vision of healthy aging, aging in place, and dignified end-of-life care.
